Layer the thawed shredded potatoes into the bottom of the baking dish. Season well with salt and pepper to taste, toss to coat evenly, and press into an even layer.

Top the potatoes with the cooked sausage and sliced scallions.

In a large bowl, whisk together the eggs, milk, smoked paprika, garlic powder, salt, and pepper. Pour the mixture evenly over the potatoes, sausage, and scallions.

Top with shredded Gruyere cheese. Bake uncovered for 55 minutes to 1 hour, or until eggs are set and the cheese is golden brown.
